Something here is wrong with the entire concept.. Why don't you simply have cold gas thrusters in the flaps, pointing down towards the trailing edge of the flap? This will enable the Starship to land upright. Plus, if the axis that connects the flap to the body is made strong enough, you'll be able to land on the moon with these thrusters and not need the Lunar Starship - or the lunar gateway, for that matter: A difference with the propellant flow to the flaps will maneuver left-right while a tilt of both flaps in sync will maneuver forward-aft while landing and voila, you can land on the moon already in 2022.
